UCAH’s Technical Exchange will be a forum for consortium researchers to provide technical details of their UCAH projects to each other and to the greater hypersonics community in a collegial atmosphere of discussion and sharing. The Exchange will also be an opportunity for student workforce development and in person engagement among all participants.
Keynote Speakers
Mr. Mark Glenn began supporting the Office of the Under Secretary of Defense, Research and Engineering (OUSD(R&E)) in January 2023 as the Acting Director of the Joint Hypersonic Transition Office (JHTO). In this role, Mark guides future Science and Technology investments and workforce development. Mark coordinates stakeholder requirements and aligns technology investments with the national hypersonics strategy. This Science and Technology strategy is implemented through government partnerships and contracting with academia and industry. Mark leads the University Consortium for Applied Hypersonics (UCAH), which has over 2,000 professional and student members. In total, Mark is responsible for the technical and financial execution of over 75 Science and Technology investments across hypersonic research areas per year.
Before this role, Mark served as the Hypersonic Technology Lead and Aegis BMD Chief Technology Officer within the Missile Defense Agency Innovation, Science, and Technology (MDA/DV) Program Office. He was responsible for developing technology maturation strategies to reduce technical risks of the Missile Defense System. He actively managed and oversaw technology developments specific to interceptor technologies, such as materials, structures, deployment systems, additive manufacturing, seeker windows and aero optics testing. Mr. Glenn has presented multiple technical briefings at the National Space and Missile Materials Symposium and Hypersonic Technology and Systems Conference. During his career at the Missile Defense Agency, he received numerous accolades including the MDA 11th Annual Individual Innovation Award, MDA 14th Annual Rising Star Award, MDA 17th Annual Individual Technology award and the Annual Team Small Business Utilization Award. He received his Bachelors of Science in Mechanical Engineering from the University of Alabama.
The Honorable, Major General (ret) Robert F. Behler
Robert F. Behler was sworn in as Director of Operational Test and Evaluation on December 11, 2017. A Presidential appointee confirmed by the United States Senate, he serves as the senior advisor to the Secretary of Defense and Congress on operational and live fire test and evaluation of Department of Defense weapon systems. Prior to his appointment, he was the Chief Operating Officer and Deputy Director of the Carnegie Mellon University Software Engineering Institute (SEI), a Federally Funded Research and Development Center. Mr. Behler was the General Manager and Senior Vice President of the MITRE Corp where he provided leadership to more than 2,500 technical staff in 65 worldwide locations. He joined MITRE from the Johns Hopkins University Applied Physics Laboratory where he was a General Manager for more than 350 scientists and engineers as they made significant contributions to critical Department of Defense (DOD) precision engagement challenges. General Behler served 31 years in the United States Air Force, retiring as a Major General in 2003. As a USAF experimental test pilot, he flew more than 65 aircraft types and operationally flew worldwide reconnaissance missions in the fastest aircraft in the world, the SR-71 Blackbird. Mr. Behler is a Fellow of the Society of Experimental Test Pilots and an Associate Fellow of the American Institute of Aeronautics and Astronautics. He is a graduate of the University of Oklahoma where he received a B.S. and M.S. in aerospace engineering, has a MBA from Marymount University and was a post graduate National Security Fellow at the JFK School of Government at Harvard University. He has recently been on several National Research Council studies for the National Academy of Sciences and received the 2022 Walter Hollis award for Lifetime Contributions and Achievement in Defense Test and Evaluation from the National Defense Industry Association. He received the Norwegian National Defense Medal, Defense Distinguish Medal and The Department of Defense Medal for Distinguished Public Service.
