An American eagle is depicted facing to the right. Wings are horizontal, as the eagle is making an approach, swooping down to the ground. Above the eagle is an American flag with 4 stars representing the Under Secretary. The USD(R&E) acronym is superimposed on the eagle. On an encircling band is the inscription ‘Department of Defense’ and ‘Under Secretary of Defense for Research and Engineering.’ The stylized look is suggestive of modern technological advancements. The encircling band is to be dark blue with white letters.
